Thanks for posting these on Fridays. Information in this one was important (but otherwise unknown) to my neighborhood.

Brian

I'm hopeful to hear the City is looking at ways to improve performance and compliance with regards to overgrown lots and housing inspections. One of the biggest obstacles to quicker compliance is that it appears all violators are treated the same regardless as to frequency or ownerhsip status. There needs to be a policy that strengthens enforcement and compliance with repeat offenders, which in my neighborhood tend to be absentee landlords and large property management companies. I have more sympathy for inidividual homeowners who get behind on maintenance than I do for the people who are consistently cited month after month and year after year with no change in their behavior. Bottom line - the City should look at ways of prioritizing and grouping certain types of violations and have a different policy for bank-owned properties, repeat offenders. Fines and consequences must escalate for the most egregious offenders.
In my neighborhood, one property owner owns 11 noncompliant homes (violation of minimum housing standards) - some of which date back to 2003.

George,

David Hagan is not Kay Hagan's hubby. You can figure out who he is.

All of these good folks who invest their time, energy, and money in making Greensboro a better place. Thankfully they do not blog. I doubt they even read them. Although Word Up is widely read, so I hear........

Billy Jones

Brian,
It's the same thing here in the east side. Been that way for 30 years. It's always the same, usually empty rental houses, owned by the same people, absentee landlords and large property management companies. And I'm betting many of them are the same entities that are causing most of the problems where you live.

Other houses get new tenants about every other month so the landlords or their contractors toss everything on the street where the scrap peddlers come by looking for scrap metal and scatter everything else all up and down the street where it usually sets for a month or more growing black mold, roaches, snakes and becoming a health hazard before the city crews finally come pick it up. This is a problem that is long overdue in being addressed.

You'll find some of the names of the property owners and the owners of the property management companies on some of the many lists that George keeps posting in various threads all over the internet. That should give you some insight as to why enforcement never seems to happen.

Remember the feasability studies for the downtown hotel project,
proposed by Randall Kaplan and George House,
whose realtor for the deal was Skip Alston,
who got paid even though the deal fell through?
.
.
"...rent-seeking is an attempt to obtain economic rent
by manipulating the social or political environment in which economic activities occur,
rather than by creating new wealth.

...spending money on political lobbying
in order to be given a share of wealth that has already been created.

Many current studies of rent-seeking focus on efforts
to capture various monopoly privileges stemming from government regulation
of free enterprise competition.

Since resources are expended but no new wealth is created,
the net effect of rent-seeking is to reduce the sum of social wealth.

Rent-seeking generally implies the extraction of uncompensated value
from others
without making any contribution to productivity.

...a more common example of rent-seeking is political lobbying
to receive a government transfer payment,
or to impose burdensome regulations on one's competitors
in order to increase one's market share.

...such behaviors may result in substantial social losses."

Collards

Copy and Paste wore me out a long time ago George.

Sorry I did not make any of your lists.

As for the "maintenance" of the park, I expect that includes the all day staffing of the park.

Hartzman

Good morning Collards

How could you make a list
if no one knows who you are?

"Who is on the Center City Park Management Advisory Committee?"

Were you referring to this?

Peggy Hickle

Mr. Hartzman -- unlike Mr. Brod, I honestly don't know what you're insinuating here. It is, however, not the first time I have sensed that you are insinuating something particularly nasty about my boss, Betty Cone. Maybe there are things you know about her that I don't. Then again, I've worked for her for ten years so maybe there are things about her that I know that you don't.

Like the fact that she hired me 10 years ago, sight unseen, because she had heard about me from someone else -- and I was a newly divorced single parent who had just been laid off of the three jobs I was working to make ends meet.

Like the fact that she has served as the Executive Director of Grassroots Productions for over 20 years in an UNPAID capacity.

Like the fact that the downtown building she is a partner in owning provides probably the cheapest office space rental in downtown so that new businesses that want to come downtown can start in an affordable environment. Not to mention that she helped save an historic building in the process.

Like the fact that she practically single-handedly saved the Carolina Theatre.

Where in the world do you see profit-mongering in these actions?

As to the Center City Park Management Committee -- it is comprised of April Harris from Action Greensboro, who is the organization who serves as the Park Management, Ed Wolverton from DGI, who has the sub-contract for maintenance, Larry Owens, who has oversight of the maintenance, Susan Schwartz, representing the Cemala Foundation, one of the owners of the Park -- and me, as the representative of Grassroots Productions, who holds the sub-contract for events and other miscellaneous day-to-day operations at the Park.

Our discussion at our most recent Park Management meeting? Sorry to disappoint, but it was not what new ways we can gouge the citizens of Greensboro. We spent an hour discussing how the Park, as the focal point of the increased teen presence downtown, can begin a dialogue with City Council, area churches, Boys & Girls Clubs, Parks & Rec, the area Ys, etc. to come up with activities on Fridays and Saturday nights that might engage these teens in their own neighborhoods. Scandalous, I know -- shocking that all us rich people might want to help (by the way, Billy Jones can tell you just how rich I am because he seems to know where I live).

Oh yeah -- then we talked about turf and about adding more free programming. Oh yeah -- and then we talked about ways we can work with the IRC to help the homeless guys in the Park. Yep -- these are the nefarious ways in which your tax dollars are at work at Center City Park.

That Betty Cone, that Susan Schwartz -- constantly looking for ways to turn a profit. Damn those rich women wanting to see good things happen downtown. Shame on them!

Andrew Brod

I should note that what I think we "got" a long time ago is that George is paranoid.

Hartzman

"the downtown building she is a partner in owning"

What building does Betty own a part of?
.
.
"That Betty Cone, that Susan Schwartz
-- constantly looking for ways to turn a profit."

Whose Condo can you see from the park?

Who owns the building Robbie's condo is in?

I am not saying Betty and Susan are trying to turn a profit.

I am saying Roy, Robbie, Randall, Milton etc..
are absolutely trying to turn a profit
by transferring taxpayer wealth.

It is a symptom of a disease.

..
"George is paranoid."

What am I paranoid about Andrew?

George -- you've mined a lot of potentially interesting data about property/personal/political interests at work downtown. But when you just dump it, unsifted and without analysis, on Ed's blog, nobody can make sense of it. I suspect there are real stories in there somewhere -- not scandals, probably (but who knows?) -- but at least the working out of private interests through public policy. The N&R doesn't have the staff, or won't devote resources, to do this kind of digging. How about turning your efforts toward crafting some kind of coherent narrative out of your data pile? Make an explicit argument, ground it in evidence. I honestly can't make any sense out of your elliptical, elusive, poetic posts.

Hurray for Peggy Hickle--. I think Greensboro is unique and lucky that so many folks who came and (gasp) made money--are willing to
preserve and enhance the city. I live in the Lofts at Greensborough court on S. Elm--the old Odell Hardware buildings. It is my understanding the building was purchased by Jefferson-Pilot insurance when Odell's closed.
They were responsible for the wonderful conversion to downtown apartments. It was sold to Weaver in 1995 and they continue to do a great job of maintaining and upgrading the property.

Cheers for Mrs. Cone--my daughter works with Peggy at Grassroots. If it had not been for her and others like her downtown Greensboro
would have some wonderful old commercial buildings just sitting. Still have some empty store fronts--but making progress.

Yep--I LOVE downtown Greensboro!

Curious George is only rattling cages. And the ruling gorillas are starting to be concerned. It's true, the real story is in what George isn't making public... yet. For you see, the cages were never built to protect the public from the gorillas... Oh no, it was the other way around.

Not every name is that of a gorilla, some are chimps, some are baboons, some zookeepers and some were simply people visiting the zoo at the time when Curious George started taking notes. George is but the messenger, don't shoot him.

Soon the ASPCA, the zoological society and their law dogs will sort it all out and Curious George will be declared a hero to man and beast.

Mr. Hartzman -- if you are not trying to imply that Betty Cone and/or Susan Schwartz -- or others, such as Mac Sims, are a "symptom of a disease" or culpable in other wrongdoing, then what exactly ARE you trying to imply when grouping their names with others you have clearly called out on your carpet of shame? And is your cryptic list just the lazy man's scattershot -- because, of course, if you throw out a big enough net, you're bound to catch some kind of fish.

The point is -- if you have facts, then be an adult and just state them with the evidence to back them up. If you don't, then stop using insinuation to trash good people in a public forum just because they're rich and are trying to make a difference in ways that make sense to them. Just because you don't agree with it doesn't necessarily make it criminal or even wrong.

Betty Cone is a partner in a group of apartments called Boxwood. Before it was apartments, Betty operated it as a daycare for low-income families for many years. The building I was referring to, however, is the Old Greensborough Gateway Center at the corner of Elm & Lee, where my oh my, she is self-serving enough to have put the offices of Grassroots Productions. And yes, before someone else jumps on it, it is the self-same building that houses the office of the notorious Ed Cone. I am sure there is some deep dark story there that needs to be uncovered because, after all, Ed is a cousin by marriage to Betty Cone so he must be in cahoots with her somehow in her devilish plan to undermine downtown and abscond with public funds. Alert the media. Oh wait, we don't need to -- Mr. Hartzman is on it.

Ed, please put this man out of his misery.

What David said. Thread of value has become a thread of garbage.

RUCO

How did RUCO get killed David?

Was it at the behest of Greensboro Property Management interests?

If so, these represent some of the folks
that drove the process to get rid of rental inspections
or others that stood by and let it happen.

Am I clear Roch?

Ask and I will clarify.

Some of these folks have done a pretty big disservice
to some of the poorest among us.

In blind daylight.

David, did you not say Robbie stacked the RUCO board?

Who benefited?

Chester Brown is on the board of Cemela.

How many apartments do they manage?

How about Koury?

Or Carroll?

Or Skip Alston?

Or Betty Cone.

Some of these folks should be ashamed of themselves.

Peggy Hickle

Mr. Hartzman -- I HAVE asked; you have not clarified. Perhaps even you recognize that you are close to becoming libelous. And just so you can at least have correct spelling when you do cross that line -- it's Cemala.

prell

Good luck getting a response from that hackjob, Peggy. Shouldn't surprise anyone he can't spell CEMALA. Also, Ive known David Hagan since I was in diapers. I had no idea he was married to Kay...

David Wharton

George, the RUCO board was stacked from the beginning, before Robbie's mayoralty, and yes, he did nothing to stop the legislature from killing it. No argument from me that TREBIC has waaay too much influence on policy. But just throwing out names 'n stuff isn't saying anything very specific. You have to tell a story.

Hartzman

"George, the RUCO board was stacked from the beginning,
before Robbie's mayoralty, and yes,
he did nothing to stop the legislature from killing it."

He and some others funded TREBIC to do so here
and at the state level.

"No argument from me
that TREBIC has waaay too much influence on policy."

If TREBIC killed RUCO
and TREBIC is funded by a bunch of the above,
as well as a bunch of our elected leaders,
via campaign cash,
and no one, not even the African American leadership
stood up and said no,
then WTF?

Some of these people paid to have RUCO eliminated.

The other's did nothing.

How much more have they made by not having to comply?

How many renters have been harmed because of these actions
and lack of actions?

If it happens, you can bet it was planned that way."

Franklin D. Roosevelt

Fec

I had an opp recently to throw the SOB into my holly bushes. I wish now I'd availed myself of it. Make no mistake: George is headed for a breakdown... or at least a DWI charge. You are witnessing a personality disintegrating, albeit a narcissistic one.

Hartzman

I am merely taking the opportunity to tell the truth
from a stronly defended position.

Prove me wrong Fec.

As I've told you many times, your suppositions not only do not constitute allegations, they don't even qualify as suspicions. Even as a jester, you fail to be entertaining. What you have become is a disgraceful embarrassment. You make it impossible for anyone to come to your defense. With each word, you diminish the credibility of what might otherwise be a worthwhile whistle blower case. But your continued inability to logically make a compelling argument renders your efforts impotent and irritating.

God help you, as none of us has been able.

Andrew Brod

A paranoid person can't tell the difference between a real conspiracy and an imagined one. That's the problem. To George, conspiracies are everywhere.

Unfortunately, a lot of what he sees as conspiracy is what the rest of us call politics. Maybe we should all be as outraged as he is, but the fact is that it's legal to give money and hope for influence. Citizen's United has, at least on the national level, ensured that this will remain the reality for the next generation or so. And so you have people like Sheldon Adelson giving away tens of millions of dollars on the national level. On the local level, the long-standing reality is that the real-estate industry gives energetically to politicians because it has a lot to lose or gain from the actions of local government.

The question is what we should do about it. Perhaps we should reform campaign-finance laws. I'm open to that. But as near as I can tell, George's solution is to name names and then say "Some of these folks should be ashamed of themselves."

Fec

Sorry Andrew, but George is not outraged, nor is he paranoid. This is a fascinating game to George. He is undoubtedly self-destructive, but completely, pathologically uninvolved emotionally. Indeed, a normal person would be crushed by what he has undertaken.

No, he is simply a narcissistic sociopath trolling for supply.
