Fuel surcharges date back to the 1970s and at the risk of being overly simplistic, are a means for trucking companies to legally exceed cost of hauling contracts based on Federal regulations. In other words: the costs of hauling our garbage to landfills in other counties just went up and there's not a damned thing anyone can do except pay the increased rates.

And it ain't cheap.
