The point is not that there are no government programs worthy of cutting, but rather that this is a really stupid way to do it.
The big-ticket items are off the table (and even when we talk about the biggest problem, healthcare, some meaningful possibilities are taboo).
In coming weeks, everyone is going to get a very fast and very rough education on the real effects of slashing government spending.
The chart on p.2 makes it look like remedial classes are in order.

nothing will be cut which will shrink the voter base until the first check bounces.
if they could stop spending, they would have already done so. there is no incentive in the model. spending has been declared the cure and the mind of the beast allows for two opposing ideas to be held simultaneously. sometimes three.
