Roch's got a point -- the City could make its communications much more efficient by having its email subject lines say something useful, and by pasting info into the email body. I don't want to open attachments unless I need to, and DocX is a tool of Satan.
Lest I become known as a constant critic, I just wrote a post about some of the things the city does really well, some of them attributable to the department responsible for the goofy press releases.

The City does a lot of things well online. Constructive criticism of this simple but real problem is helpful, I hope.

Your one and two word titles tell us nothing about your story content. Most of us would skip over "Diaper advances mean fewer changes"...unless of course we were currently using dispers. Your title would most likely be "Diaper" which helps nobody but you to appear frequently on the "most viewed stories" list.
