Meteorologist  Jeff Orrock tells the N&R that yesterday's half-inch of rain will raise reservoir levels only slightly. In the face of this drought, he says, the precipitation was "not even a drop in the bucket."

Isn't a small amount of water that fails to substantially raise the water level within a large vessel the literal definition of "a drop in the bucket?"
