At the briefing what I heard Prause say was that the building predated the existence of the railroad company, not the lines specifically, and offered to work with the city attorney's office to look at how that might affect the rights of the property's owner and/or the city. He might have meant that the building predated the lines, but I could swear he said that it predated the existence of the company.

I don't envy the city council or staff on this one - it's complicated.
