Based on the emailed opinion of a person knowledgeable about such things -- "This is a good move" -- I suggest that this is a good move:
In a strategic effort to enhance its approach to housing compliance and code enforcement, the City of Greensboro is restructuring its Planning and Community Development Department (PCD). Among the moves is the formation of the Neighborhood Services Division, which renews the City’s focus on addressing neighborhood and housing issues.


I like this change on paper, but with any reorganization, the proof will be in the execution. I think there is great potential for a Neighborhood Services Division focused specifically on the needs of the neighborhood - taking responsibility for neighborhood planning AND implementation. It is too early to see - at least from the PR - how this action will impact existing services. This action alone does not do anything to increase housing compliance and code enforcement - the problems there are wide-ranging and complex. The recent B&E report identified some potential issues that can be addressed, but the City still needs to effect some new policy governing the administration of the Minimum Housing Standards and Nuisance ordinances. Perhaps this is the first in what will be successive changes. So, I'm hopeful, but will still be watchful.
