The letter makes perfect legal sense. This means no matter which company is selected, either Nancy or Zack will vote making it a 4-4 vote if you assume Zack votes to keep White Street closed. Zack has to look out for his political future plans in this town so I doubt he would want rock the boat and screw a few big districts that he needs to support him in a future mayor run. My guess is that he would vote to keep it closed. There is more anger out there to keep it closed than to open it back up and anger translates to votes in elections.
